It's a sad state of affairs when a once liberating invention ends up making people more dependant. The best course of action (besides making the web more decentralised) is to publish and host more independant conetent and services on the web. I'm dying to see the day where nobody bothers with Youtube because everyone is just hosting and sharing their own videos.
